A friend of mine runs a grrrlz (whoever self-identifies as such) skate camp and has that slogan for her camp. I think fer her it also has something to do with battling gender oppression in skating along with capitalism and giving young grrrlz the opportunity to kick ass in something that they generally don't have access to...

People talk about how bikes can be revolutionary all the time because it is human powered transportation, meaning you are not supporting the oil industry or cars and you are getting there through your own effort with minimal or no impact environmentally. It's the same thing with skating. At least that's how I read it.
Skating is an activity that requires no coaches. It is a lifestyle built on solidarity, and a common hatred for those who try to inhibit, ban, or corporatize it. Skating has everything to do with smashing the state.
I kinda think it is meant to be funny. There is nothing inherently radical or revolutionary about skating, especially with how commercial and tame it has gotten in the media over the years.
